General Statement of Duties
Performs responsible paraprofessional accounting work in the County Finance Department.
Distinguishing Features of the Class
An employee in this class performs a variety of tasks in the preparation and maintenance of accounts payable records, fiscal report compilation, journal entries, reconciling accounts receivable, compiling financial reports, and related tasks. The work involves applying established accounting procedures, principles of bookkeeping, and basic fund accounting to the fiscal processes. Duties include entry of payables into the computer; balancing entries and preparing reports such as sales and use tax reports. Some judgment is required in selecting and applying appropriate procedures. Tact and diplomacy are required in dealing with vendors, coworkers and citizens in conducting County business. The work is performed under regular supervision and is evaluated through conferences, review of the work for accuracy and completeness, annual evaluations and by independent audit of financial records.
Duties and Responsibilities
Essential Duties and Tasks
Receives requisitions and matches purchase orders with invoices; matches statements and invoices that do not have purchase order numbers; communicates with vendors as needed to clarify information; checks for accuracy on dates, errors, sales tax, required signatures, etc.; enters invoices into accounts payable data base; codes invoices that are not coded; checks budget accounts to ensure availability of funds; prints, obtains review and signatures, and mails vendors checks.
Sets up vendors; obtains W-9s; evaluates and resolves unpaid invoice issues.
Calculates sales tax monthly.
Compiles data for purchase requisition entry; enters purchase orders; provides supporting documentation to substantiate data; maintains and audits purchase order balances.
Enters data necessary for departments to request a business line of credit.
Sets up on-line payments.
Requests stop payments and voids on inaccurate paid invoices.
Prepares invoices and electronic billing statements.
Calculates refunds for vendors, vehicle taxes and related refunds.
Creates spreadsheets to distributes various bulk invoices to individual department accounts such as telephone, office supplies and utility bills; prepares interoffice journal entries.
Posts a variety of journal entries to the general ledger such as returned checks, DSS revenues from the state, etc.
Creates and disseminates monthly departmental budget and fuel reports; maintains driver, vehicle titles and PINs, and fuel card data; assigns on-line payments; prepares and calculates sales and use tax for NC DOR.
Serves as liaison and works with vendors with service and repair issues for phone and fax system.
Prepares and posts mail; maintains postage machine and posts postage to general ledger monthly.
Assists with compiling and locating information for the annual audit.
Additional Job Duties
Backs up other staff as needed.

Ability to understand and apply policies to the maintenance of financial records and reports.
Ability to use posting, calculating, and adding machines and automated equipment for the maintenance of accounting records.
Ability to make arithmetic computations accurately and with reasonable speed.
Ability to maintain accurate records and prepare records and reports.
Ability to verify accounting and accounts payable documents and forms for accuracy and completeness and proof own work.
Ability to establish and maintain effective working relationships with supervisors, coworkers, vendors and the general public.
Ability to organize work for efficient processing, set and follow effective work priorities, and meet established deadlines.
Ability to communicate effectively in oral and written forms.
Physical Requirements
Must be able to perform the basic life operational skills of stooping, kneeling, crouching, reaching, pulling, lifting, fingering, talking, hearing and repetitive motions.
Must be able to perform sedentary work, exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push or otherwise move objects.
Must possess the visual acuity to prepare and analyze data and figures, perform accounting tasks and operate a computer terminal.
Desirable Education and Experience
Graduation from a community college with accounting or bookkeeping courses and some experience in an accounting or fiscal office environment; or an equivalent combination of education and experience.
