Job Overview:

The Accounting Specialist will play a critical role in the Finance Department by performing a variety of accounting and financial tasks to ensure the accurate and timely processing of financial transactions. This position will support the local government’s financial operations, including general ledger management, financial reporting, and budget monitoring. The ideal candidate will have a strong understanding of governmental accounting principles, excellent analytical skills, and the ability to work collaboratively in a fast-paced environment.


Essential Functions:

  • Bank Reconciliations

    • Perform regular reconciliations of approximately ten bank accounts with 1000 transactions per month to ensure accuracy and resolve discrepancies in a timely manner.

  • General Ledger Management:

    • Maintain and reconcile the general ledger accounts, ensuring accuracy and compliance with governmental accounting standards.

    • Prepare and post journal entries to the general ledger, including adjustments and accruals.

    • Process budget transfers and amendments to ensure budget compliance.

  • Financial Reporting:

    • Assist in preparing monthly, quarterly, and annual financial statements and reports.

    • Compile data and provide support for the annual audit, including preparing audit schedules and coordinating with external auditors.

  • Accounts Payable/Receivable:

    • Process invoices, ensuring proper approval and coding before payment.

    • Monitor accounts receivable, including billing, collections, and reconciliations.

  • Compliance and Documentation:

    • Ensure compliance with all applicable federal, state, and local regulations, including proper documentation and record-keeping practices.

    • Assist with grant management, including tracking, reporting, and ensuring compliance with grant requirements.

  • Other Duties:

    • Provide financial analysis and support for special projects as assigned.

    • Collaborate with other departments to ensure the smooth operation of financial functions.

Knowledge, Skills, and Abilities:

  • Knowledge:

    • Knowledge of basic accounting practices of double-entry bookkeeping methods (debits and credits).

    • Understanding of governmental accounting principles and practices.

    • Familiarity with applicable federal, state, and local regulations related to public finance.

    • Knowledge of financial software systems, particularly those used in local government finance.

  • Skills:

    • Proficiency in Microsoft Office Suite, especially Excel, with strong skills in financial analysis and data management.

    • Excellent communication skills, both written and verbal, with the ability to explain financial information to non-financial stakeholders.

    • Strong organizational skills and attention to detail.

  • Abilities:

    • Ability to work independently and as part of a team, managing multiple tasks and deadlines effectively.

    • Strong analytical and problem-solving abilities, with the capacity to identify issues and recommend solutions.

    • Ability to maintain confidentiality and handle sensitive financial information with discretion.


Education and Experience Requirements:

  • Education:

    • Associate or Bachelor’s degree in Accounting, Finance, Business Administration, or a related field strongly preferred.

  • Experience:

    • Minimum of 2-4 years of accounting experience, preferably in a governmental or public sector environment.

    • Experience with governmental accounting software and systems is highly desirable.

    • Prior experience with budget preparation, financial reporting, and grant management is a plus.


Physical Demands and Work Environment:

This work requires the occasional exertion of up to 10 pounds of force and occasional exertion of up to 25 pounds of force; work regularly requires sitting and using hands to finger, handle or feel, frequently requires speaking or hearing, reaching with hands and arms and repetitive motions and occasionally requires standing, walking, stooping, kneeling, crouching or crawling, pushing or pulling and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, operating motor vehicles or equipment and observing general surroundings and activities; work is generally in a moderately noisy location (e.g. business office, light traffic).
