Salary Grade: 63, Salary of $36,050.00
Position will remain open until filled.
GENERAL DEFINITION AND CONDITIONS OF WORK:
Performs difficult technical work appraising business and individual personal property for assessment and tax purposes; does related work as required. Employee is also responsible for checking and comparing tax listings and other tax records to discover property not listed for ad valorem taxation; and for analyzing and adjusting policies and procedures of business personal property appraisal, within applicable laws, rules and regulations. Work is performed under the general supervision of the Tax Assessor.
ESSENTIAL FUNCTIONS/TYPICAL TASKS:
Appraising business and individual personal property; maintaining records and files; Preparing reports;
Helps administer business personal property assessment program;
Lists business personal property including inventories, furniture, fixtures, machinery, equipment and vehicles;
Determines tax value of property, calculates and applies depreciation using the NC Department of Revenue Cost Index & Depreciation Schedule;
Ensures that forms are printed, mailed, received and processed; Analyzes tax returns and determines correct merchandise in inventory;
Ensures all taxable property is listed; determines if leased equipment is included; Assists Tax Assessor by processing extension requests; conducts desk audits of businesses;
Checks firms delinquent in tax listing; canvasses county to locate new businesses; Ensures accuracy of data prior to printing of bills;
Processes applications to have property exempted from taxation; Assists other divisions and sections of the office when directed; Answers telephone and assists citizens;
Verifies figures and calculations of business personal property statements and balance sheets;
Keys data into computer; generates bills, releases, collections orders and refunds; Sends letters to businesses advising them of their assessment;
Confers with businesses firms to determine tax liability;
Informs business firms of listing and tax requirements and assists with maintaining these requirements;
Determines unlisted firms and ensures listing of properties; Performs related tasks as required.
KNOWLEDGE, SKILLS AND ABILITIES:
Through knowledge of the principles and practices of business personal property appraising for assessment purposes; thorough knowledge of the State laws, relating to personal property and business personal property assessing; ability to analyze factors which tend to influence the value of business personal property and to exercise judgment in the determination of values; ability to write clear and concise reports; ability to solve problems within scope of responsibility; ability to establish and maintain effective working relationships with associates and the general public.
