STRUCTURAL REALIGNMENT: Emergency Services is being restructured so that Emergency Management (EM) falls within administrative oversight of the director within 911 Communications. Upon hiring of a permanent EMS Director/Deputy EM Coordinator (revised title), primary EM functions and the EM Coordinator role will shift to 911, and the current director will become the 911 Director/EM Coordinator (revised title). The new EMS Director will assume the Deputy EM Coordinator role and will be fully cross-trained to provide administrative back-up, as needed. This revised structure is intended to cross-train and improve stability, flexibility, and continuity among EMS, 911 Communications, and EM, which are all critical public safety areas. The currently-vacant position of Emergency Services Operations Manager will be dissolved, as will the title Emergency Services Director.
GENERAL DEFINITION OF WORK: The EMS Director/Deputy EM Coordinator is responsible for the overall leadership, administration, and operational management of Caswell County Emergency Medical Services. This position provides strategic direction and hands-on oversight to ensure the delivery of high-quality, compliant, and efficient pre-hospital emergency medical care to the community. The director oversees personnel, budgeting, training, clinical quality, fleet and equipment management, and regulatory compliance in accordance with North Carolina Office of EMS standards and county policies.
In addition, this position serves as Deputy EM Coordinator as described above and supports the County’s Emergency Management program, continuity of operations, and disaster preparedness initiatives under the direction of the 911 Director/EM Coordinator and County Manager.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Leadership & Administration
• Provides professional leadership and vision for the EMS department, promoting excellence in patient care, employee performance, and community service.
• Plans, organizes, directs, and evaluates all EMS operations, programs, and services.
• Develops and implements departmental goals, policies, standard operating guidelines, and long-range plans.
• Serves as a member of the County’s management team, providing recommendations to the County Manager on EMS-related matters.
• Represents Caswell County EMS in meetings with hospitals, regional EMS systems, state agencies, and community partners.
• Builds and maintains strong partnerships with 911 Communications, volunteer fire and rescue departments, law enforcement, neighboring EMS agencies, and healthcare facilities.
• Demonstrates familiarity with Caswell County geography, response districts, and community needs to support effective deployment and service planning.
Operations Management
• Oversees daily EMS operations, including deployment, staffing models, response coverage, scheduling, and service delivery.
• Ensures continuous readiness of ambulances, medical equipment, and supplies.
• Develops and monitors response performance metrics and operational benchmarks.
• Evaluates and improves service delivery systems to enhance efficiency, effectiveness, and patient outcomes.
• Coordinates response planning and operational interfaces with volunteer fire/rescue partners and 911 communications, including multi-agency incidents and special events.
• Supports development and maintenance of system status management, post plans, and mutual aid/automatic aid procedures appropriate for a rural county service area.
Personnel Management
• Directs recruitment, selection, onboarding, training, supervision, evaluation, and discipline of EMS personnel.
• Establishes performance expectations and conducts regular performance evaluations.
• Ensures appropriate staffing levels and supports professional development, certification maintenance, and career advancement.
• Promotes a culture of professionalism, accountability, teamwork, and employee wellness.
• Leads recruitment and retention initiatives, including onboarding, field training, and mentorship to support workforce stability and performance.
• Ensures consistent supervisory practices, clear expectations, and timely coaching to promote accountability and employee engagement.
Clinical Oversight & Quality Improvement
• Oversees clinical operations in coordination with the Medical Director.
• Ensures compliance with all North Carolina Office of EMS requirements, protocols, and reporting standards.
• Directs continuous quality improvement (CQI) and quality assurance programs.
• Reviews clinical performance data, incident reports, and patient care documentation to improve outcomes and reduce risk.
• Ensures timely, accurate patient care documentation and regulatory reporting using required ePCR and NC OEMS systems (including Continuum, as applicable).
Fiscal & Resource Management
• Develops and administers the EMS departmental budget, including forecasting, cost control, and fiscal accountability.
• Oversees purchasing, inventory, contracts, and vendor relationships.
• Pursues grants and alternative funding opportunities to enhance EMS services and equipment.
• Prepares reports, analyses, and recommendations related to EMS operations and finances.
• Oversees EMS billing and revenue-cycle operations, including performance monitoring and contract/vendor coordination, to support sustainable service funding.
Compliance & Risk Management
• Ensures departmental compliance with federal, state, and local laws, regulations, and accreditation standards.
• Oversees internal investigations, incident reviews, and corrective action processes.
• Ensures OSHA, HIPAA, infection control, and safety standards are followed.
• Coordinates with county administration and legal counsel as needed on regulatory or liability matters.
• Serves as the primary agency contact with the North Carolina Office of EMS for licensing, credentialing, and regulatory communications, including timely reporting and documentation as required.
Community & System Coordination
• Works collaboratively with hospitals, healthcare providers, public safety partners, and community organizations.
• Participates in public education, outreach, and community engagement initiatives related to EMS services.
• Serves as a liaison to advisory boards, committees, and professional organizations as assigned.
DEPUTY EMERGENCY MANAGEMENT COORDINATOR DUTIES:
• Serves as Deputy EM Coordinator in support of the 911 Director/EM Coordinator.
• Assists in the development, maintenance, and implementation of the County Emergency Operations Plan, annexes, and emergency support functions.
• Participates in emergency preparedness planning, hazard mitigation initiatives, and continuity of operations planning.
• Assists with coordination of county response activities during emergencies, disasters, and large-scale incidents.
• Supports emergency operations center (EOC) activation, staffing, and operations as assigned.
• Assists with coordination among county departments, municipalities, state agencies, healthcare systems, and volunteer organizations.
• Supports disaster training, drills, and exercises, including after-action reporting and improvement planning.
• Assists with damage assessments, disaster documentation, and grant or reimbursement support activities.
• Serves in an on-call capacity for emergency response support.
• Maintains readiness to serve within the Incident Command System (ICS) and to support Emergency Operations Center (EOC) activations, including staff coordination, situational reporting, and resource tracking.
• Supports training and exercise planning (tabletops, drills, functional exercises) and ensures after-action reports and improvement plans are completed and tracked to closure.
KNOWLEDGE, SKILLS, AND ABILITIES:
• Thorough knowledge of modern EMS administration, operations, and clinical systems.
• Strong understanding of North Carolina Office of EMS regulations and EMS credentialing requirements.
• Ability to develop policies, manage complex budgets, and oversee large-scale operations.
• Demonstrated leadership, organizational, and personnel management skills.
• Strong communication, conflict resolution, and public relations abilities.
• Proficiency in data analysis, report writing, and performance management.
• Ability to make sound decisions under pressure and manage multiple priorities.
• Ability to collaborate effectively with volunteer fire/rescue departments, 911 communications, law enforcement, and regional healthcare partners.
• Working knowledge of National Incident Management System (NIMS) and Incident Command System (ICS) concepts, including Emergency Operations Center (EOC) operations.
MINIMUM QUALIFICATIONS:
• Education: Bachelor’s degree in Emergency Medical Services, Fire Science, Public Safety Administration, Health Administration, or a related field is preferred, but a combination of education, certifications, and progressively responsible EMS and EM experience will be considered.
• Experience: Seven (7) years of progressively responsible EMS experience, including at least three (3) years in a supervisory/command role (e.g., shift supervisor, operations manager, assistant director).
• Demonstrated experience coordinating with 911 Communications, volunteer fire/rescue departments, law enforcement, and regional EMS and hospital partners.
• NIMS/ICS: Completion of FEMA ICS 100, 200, 700, and 800 preferred; required within six (6) months of hire if not already completed.
• Current or eligible for North Carolina Paramedic credential.
• Valid driver’s license with acceptable driving record.
• Internal applicants must be employees in good standing with a satisfactory performance history and an acceptable personnel record. Caswell County reserves the right to determine eligibility based on a review of the employee’s official personnel file.
PREFERRED QUALIFICATIONS:
• Advanced leadership or management training (e.g., EMS Officer, incident management, or similar).
• Experience serving as an EMS Director, Assistant Director, Operations Manager, or senior field supervisor within a county-based or similarly structured EMS agency.
• Experience working in a rural EMS environment and partnering with volunteer fire/rescue organizations.
• Experience supporting emergency management planning, training/exercises, and EOC operations.
• Experience with budget development, grants management, and vendor/contract oversight (including EMS billing or revenue-cycle partners).
PHYSICAL REQUIREMENTS & ADA COMPLIANCE: This position involves a combination of office and field work. The employee must be able to sit, stand, walk, bend, and occasionally lift or move objects weighing up to 50 pounds. The position may involve exposure to emergency scenes, communicable diseases, and stressful situations.
