Pay: $35,000 - $39,270 per year (Full Time); $15.00 - $20.00/hr
GENERAL STATEMENT OF DUTIES
The Solid Waste Specialist is responsible for supervising and participating in daily operations at the County’s LCID landfill, transfer station, and recycling facilities. This position ensures compliance with all applicable federal, state, and local solid waste and environmental regulations. The employee assists with equipment operation, recycling activities, recordkeeping, and oversight of part-time staff to ensure safe, efficient, and environmentally sound operations.
DISTINGUISHING FEATURES OF THE CLASS
This position involves skilled work requiring independent judgment in landfill and transfer station operations. The employee is responsible for monitoring environmental conditions, ensuring regulatory compliance, maintaining equipment, and providing guidance and supervision to part-time staff. Work is performed under general supervision and evaluated based on compliance, safety, and operational effectiveness.
ESSENTIAL DUTIES AND RESPONSIBILITIES
· Operates heavy equipment to clear land, spread, grade, and cover landfill materials.
· Supervises and assists part-time staff with daily landfill and recycling operations.
· Operates scale house equipment, collects fees, and maintains accurate transaction records.
· Inspects incoming loads to prevent disposal of prohibited materials.
· Drives County vehicles to transport recyclable materials to approved facilities.
· Performs routine maintenance and minor repairs on landfill and recycling equipment.
· Maintains cleanliness and safety of landfill, transfer station, and recycling areas.
· Completes required reports, logs, and inspection documentation.
· Communicates landfill rules and procedures to the public courteously and professionally.
RECRUITMENT AND SELECTION GUIDELINES
Knowledge, Skills, and Abilities
· Knowledge of landfill operations, equipment usage, and environmental regulations.
· Knowledge of occupational hazards and safety practices related to solid waste operations.
· Ability to operate heavy equipment safely and effectively.
· Ability to supervise staff and provide direction and training.
· Ability to maintain accurate records and prepare basic reports.
· Ability to communicate clearly with coworkers, supervisors, and the public.
PHYSICAL REQUIREMENTS
This position requires the ability to perform essential job functions with or without reasonable accommodation. Duties include standing, walking, climbing, bending, kneeling, lifting, pushing, pulling, and operating heavy machinery. The employee must be able to lift up to 100 pounds occasionally, up to 50 pounds frequently, and up to 20 pounds regularly. Visual and hearing acuity are required for safe equipment operation.
DESIRABLE EDUCATION AND EXPERIENCE
High school diploma or equivalent and considerable experience in heavy equipment operation, preferably in landfill or solid waste operations, including some supervisory experience; or an equivalent combination of education, training, and experience.
SPECIAL REQUIREMENTS
· Valid North Carolina Commercial Driver’s License (CDL).
· Ability to obtain Solid Waste Association of North America (SWANA) Landfill Operations Certification.
· Ability to obtain SWANA Transfer Station Operations Specialist Certification.
· Ability to obtain a North Carolina Weighmaster License within the timeframe established by the County.
