Job Title: Landfill Assistant
Department: Solid Waste
FLSA Status: Non-Exempt
Pay Range: $14.00 - $18.00/hr
GENERAL STATEMENT OF DUTIES
Performs skilled and semi-skilled work assisting with daily operations at the County LCID Landfill, Transfer Station, and Recycling Center. Work includes operating heavy equipment, monitoring waste disposal activities, ensuring regulatory compliance, maintaining site safety, and providing assistance to the public. Work is performed under general supervision and is evaluated through observation, adherence to established standards, and results achieved.
DISTINGUISHING FEATURES OF THE CLASS
An employee in this class participates in and supports landfill, transfer station, and recycling operations, including equipment operation and site maintenance. The employee ensures compliance with applicable state and federal environmental regulations related to LCID and closed MSW landfills, including water penetration, runoff, landscaping, and related environmental controls. The position involves indoor and outdoor work in varying weather conditions and exposure to noise, dust, odors, and heavy machinery.
ESSENTIAL DUTIES AND RESPONSIBILITIES
· Operates heavy equipment to clear land; spread, grade, and cover C&D and LCID debris; and maintain landfill roads and surfaces.
· Uses heavy equipment to manage construction debris and yard waste in designated holding areas.
· Assists with supervision of part-time staff involved in waste transfer and recycling operations.
· Operates the scale house and ensures accuracy of weights, records, and collected fees.
· Inspects incoming loads to ensure prohibited materials are not accepted.
· Assists with recycling center operations, including sorting materials, filling containers, cleaning work areas, and monitoring recyclable placement.
· Handles and prepares recyclable materials (including electronics) for proper storage and transport.
· Observes and assists customers to ensure proper disposal procedures are followed.
· Uses light equipment and tools to push material into containers and maintain cleanliness of tipping floors and grounds.
· Maintains daily operational records, including stormwater inspections, land-disturbing activities, and recycling documentation.
· Performs preventive maintenance and minor repairs on equipment as assigned.
· Complies with OSHA safety standards, including bloodborne pathogen protocols when applicable.
Additional Duties
· Performs related duties as assigned to support efficient landfill and solid waste operations.
KNOWLEDGE, SKILLS, AND ABILITIES
· Knowledge of landfill and transfer station operations and environmental regulations.
· Knowledge of safe operation and maintenance of heavy equipment.
· Working knowledge of occupational hazards and safety practices related to solid waste operations.
· Ability to read and interpret state and federal landfill regulations.
· Ability to establish and maintain effective working relationships with coworkers and the public.
· Ability to maintain accurate and thorough records.
· Ability to communicate effectively and follow instructions
PHYSICAL REQUIREMENTS
· Ability to perform physical activities including climbing, balancing, stooping, kneeling, reaching, walking, lifting, pushing, and pulling.
· Ability to exert up to 100 pounds of force occasionally, up to 50 pounds frequently, and up to 20 pounds continuously.
· Ability to operate heavy equipment safely and distinguish different types of waste materials.
DESIRABLE EDUCATION AND EXPERIENCE
· High school diploma or equivalent required.
· Considerable experience in heavy equipment operation and landfill or solid waste operations; or an equivalent combination of education, training, and experience.
SPECIAL REQUIREMENTS
· Possession of a valid North Carolina driver’s license.
· Ability to obtain Solid Waste Association of North America (SWANA) Landfill Operations certification within the timeframe specified by the County.
· Ability to obtain SWANA Transfer Station Operations Specialist certification within the required timeframe.
· Ability to obtain North Carolina Weighmaster License within the required timeframe.
